About RHS PTSA


Wondering what programs the PTSA sponsors? Wondering what you can do to help or to get involved? Please consider helping with one of following programs. Some committees, such as Staff Appreciation, are always looking for new volunteers to provide refreshments for staff events each month. Contact information for the specific committees can be found on the "2019-2020 PTSA Contacts"page.

Executive Board
PRESIDENT:
Preside at all meetings, board of directors and executive committees; coordinate the work of the officers and committees as needed; submit local unit’s forms to the state PTSA office according to schedule provided; be a member ex officio of all committees except the nominating committee; review and initial bank statements monthly; represent the PTSA at all council meetings or send an alternate; perform such other duties as may be prescribed in these bylaws or assigned by the PTSA or its board of directors; serve as a signatory on all bank accounts and contracts.

1ST VICE PRESIDENT:
Act as an aide to the President and performs duties of president in the absence of that officer; shall be responsible for the completion and submission of renewed bylaws within the mandated time frame; with the help of the President, will recruit persons for and oversee the following committees which include, but are not limited to: membership, direct donations, school directory, teacher appreciation and hospitality; and perform such other duties as may be prescribed in these bylaws or assigned by the PTSA or its board of directors.

2ND VICE PRESIDENT:
Act as an aide to the President and performs duties of president in the absence of 1st Vice President; will recruit persons for and oversee the following committees which include, but are not limited to: active fundraisers (“Gotta Eat Nights”, passive fundraisers (such as Box Tops/Giant Bonus Bucks/EScrip/Target/Harris Teeter/Bloom), Reflections, Drama, Student Events and Family Programs/HC Drug Representative; and perform such other duties as may be prescribed in these bylaws or assigned by the PTSA or its board of directors.

TREASURER:
Has custody of all of this PTSA funds, keeping a full and accurate account of receipts and expenditures including reconciliation of the bank statement each month; prepares annual budget upon completion of budget committee meeting held before the start of the school year; ensure bonding and insurance requirements are maintained; collect funds from fundraising activities and make disbursements as authorized by the president or board of directors of the PTSA in accordance with the budget adopted by the PTSA; present a written financial statement at every meeting of the executive committee, the board of directors, the general membership and at other times when requested by the board of directors; make a final report before the newly elected officers officially assume their duties; responsible for the maintenance of such books of account and records as to conform to the requirements of the National, State and local PTSA; responsible for remittance of funds to State and National PTSA as scheduled; responsible for preparing all necessary tax forms; have the accounts examined at the close of the fiscal year and upon change of treasurer by an auditor or auditing committee of not less than three persons; and perform such other duties as may be prescribed in these bylaws or assigned by the PTSA or its board of directors. Prepares a Treasurer’s report for the PTSA monthly meeting.

RECORDING SECRETARY:
Record the minutes of all PTSA meetings, board of directors, and executive committees; be prepared to read the minutes of the previous meeting; file all records; have a current copy of the PTSA bylaws; maintain a current membership list; and perform such other duties as may be prescribed in these bylaws or assigned by the PTSA or its board of directors.

CORRESPONDING SECRETARY:
Maintain all required correspondence of the PTSA, initiating correspondence as requested; performs the duties of the recording secretary in the absence of that officer; and perform such other duties as may be prescribed in these bylaws or assigned by the PTSA or its board of directors. Send thank you notes to those people / companies that donate in some way to the PTSA and miscellaneous cards to staff (congratulations, get well etc). Also send a birthday wish to the Lime Kiln staff members. Take candy bars once a month with a birthday tag to the office for the birthdays that month.

DELEGATE (2 POSITIONS):
Shall represent the PTSA in the work of the Howard County PTA Council; responsible to attend monthly meetings of the Howard County PTA Council and report back to Executive Board of Directors; shall vote as directed by the board of directors and are authorized to use their own judgment when the board of directors cannot be polled in a reasonable amount of time. PTACHC Meetings are the first Monday of the month from 7:30pm – 9:30pm. Each PTACHC Rep will attend both meetings every other month.

Committees

DOPT-A-STAFF:
Obtain list of new staff members at start of school year and distribute information requests to those staff members. Advertise for volunteers to adopt new staff members. Match up volunteers and new staff members and provide volunteers with their staff members' information sheet. Volunteers will then provide treats throughout the school year for their staff member anonymously. At the end of the school year, send out a notice to the staff members identifying their volunteer family.
AFTER PROM:
Coordinates and implements celebration party for students to attend after prom. Responsible for selection of venue; obtaining prize donations, food and entertainment. Coordinates volunteers as needed.
AWARDS: Seek out awards and other opportunities to recognize teachers and staff at Reservoir. Provide administrative support for award nominations (i.e., gathering letters of support from parents, putting together award submissions, etc.) Work with PTSA Teacher Rep to make staff aware of award opportunities (i.e., Best Buy cash awards for teachers who use technology in the classroom).
BRICKS & BANNERS FUNDRAISER:
Advertises at Back to School Night and various events during the year to senior students and families about purchasing banners or bricks to commemorate their graduation. Collects orders from students/families, corresponds with vendor about what is needed, and works with school to hang banners and placement of bricks.
CAC REPRESENTATIVE (Citizen's Advisory Council):
Represent RHS PTSA at monthly meetings (3rd Tues of month) of this advisory council to the Board of Ed. and reports back to the PTSA executive board. The meetings include educational issues on a county level
Direct Donation – A letter is included in first week forms at the beginning of school year asking parents for direct monetary donations. Collect monies, deliver to treasurer and send letter for tax purposes to family donating.
Gator Recognition: Coordinate student recognition events with school administration throughout the year. Work within allocated budget amount.
Gotta Eat Night/Spirit Days (Fundraising):
Coordinate Gotta Eat night for RHS students and their families. Select dates and coordinate with school administration and provide details to the PTSA newsletter and/or RHS daily news.
DRIVER’S ED:
Coordinate with driver’s education provider in order to provide the required 30-hour driver’s education course needed to obtain a provisional license in Maryland. Reserve classroom space using the “online facility use” form at HCPSS.
EVENING OF EXCELLENCE:
The Evening of Excellence is a program which honors students for their exceptional academic performance. All students who have maintained honor roll status for three consecutive quarters are recognized at a ceremony and presented with an award.
Family Program/HC DRUG FREE Liaison:
Coordinate parent/student programs on relevant topics of interest such as internet safety. Act as liaison between Howard County programs “HC Drug Free” and the school. Coordinate after hour events for students and their families. Advertise event, get volunteers and collect money and work with the Treasurer to request reimbursements and manage budgets.
MEMBERSHIP:
Assist in recruiting members for the PTSA: distribute membership forms and collect dues through mid- February. Work the Membership booth at the Open House in August and Back to School night in September. Attend the Teacher back to school breakfast and work with the President on Teacher memberships. Prepare membership cards and develop a spreadsheet of members. Work with Treasurer to count monies, report number of memberships sold to Maryland State PTSA, and return any unused cards.
NEWSLETTER:
Prepare 2 hard copy newsletters, one in August and one in January, and mail to all Reservoir families. Set deadlines for article due dates, order mailing labels, type newsletter, take to print shop to copy, purchase stamps and seals, prepare for mailing (fold, seal & stamp) and take to post office for mailing.
PUBLICITY: Advertise school events in local newspapers and in the community.
REFLECTIONS:
Assist with student entries in Reflections Program, a National PTSA contest fostering student creativity through original works in literature, music, photography and visual art. Duties will include publicity, collecting the artwork, selecting judges, displaying the art, and coordinating the awards ceremony.
SCHOLARSHIPS:
Work with amount budgeted by the PTSA to offer scholarships to graduating seniors. Work with Student Services to advertise scholarships and distribute forms. Gather a committee of parents (members cannot be parents of current seniors) to review applications and decide on recipients. Certificates are awarded to recipients at Senior Assembly in May and checks are mailed home.
SIT REPRENTATIVE (School Improvement Team):
Represents PTSA on this school-wide committee for meeting county and school goals for achievement.
SAT/ACT Test Preparation Classes (Fundraiser):
Coordinate dates for SAT/ACT Prep classes to be held once or twice a year (Spring and Fall) with provider. Coordinate with administration on available dates, avoiding conflicts with other school-wide events. Advertise via signs at school, registration forms in Student Services, and in local newspapers. Dr. Gagnon collects all registrations and fees and issues the PTSA a check for our portion after class ends.
School Rewards Program (Silent Fundraising)
Coordinate the school rewards program with various grocery and retail stores such as Giant, Safeway/e-Script, Harris Teeter, Wegmans and Target. Contact the stores and ensure RHS is among options. Distribute information to parents and through the “daily news” at the beginning of the year.
STAFF APPRECIATION:
Coordinate staff appreciation activities during Teacher Appreciation Week held in May; provide a luncheon for staff, coordinating set up/clean up and purchase food items. Send information to school Secretary on gift card donations from parents for distribution during Staff Appreciation week. Manage the Staff Appreciation budget and submit any check requests for reimbursement to Treasurer.
VOLUNTEER COORDINATOR:
Distribute volunteer form through August newsletter and at Back to School Night in September. Compile list of volunteers from completed forms and provide each committee chair with a list of parents who have volunteered to help with that particular committee. Coordinate general volunteers and office/front desk help with school secretaries.
WEBPAGE: Update webpage as needed, including changes to Executive Board Members, upcoming dates, links to programs.
